The tower was built by the proprietor Joseph Moir in 1870. He chose the site carefully so that it was near a road to enable easy transportation of materials and close to a creek so water could be pumped in. It was also a distance away from any other homes so the toxic fumes would not blow their way. Not much is known about what the working conditions would have been like, but it known that it was skilled, noisy and dangerous work. After Joseph’ death in 1874 his son’s carried on the business at first James ran the business until due to troubles it was mortgaged to his brother Joseph in 1887, but unable to compete with the mainland he gave the lease to his brother in law who ran the business until 1905. There were then several more owners until 3.2 hectares were brought in 1956 by the Tasmanian government. Not all building were purchased though only the shot tower and the Moir residence.
